2 jobs: VP of Education for EdBuild; COO for OneRoof; Union Contract Rules Prevent Hiring Best Teachers, Study Says
Contract provisions that force principals to hire teachers they don’t want are hampering efforts to build a strong corps of teachers for urban schools, a report released Nov. 16 contends.In a study of collective-bargaining agreements in five large cities, The New Teacher Project calls for revising rules that allow senior teachers to take their pick of job openings, while novices are the first to be cut and can be “bumped” from their jobs by colleagues with more seniority. The New York City-based nonprofit group urges allowing principals to hire the teachers that are the best “fits” for their schools, regardless of seniority. Maintaining current practices allows mediocre tenured teachers to choose their schools, the study said, while high-performing novices are treated as expendable. It adds that strong leaders are discouraged from taking principalships because they lack the power to assemble the teams of their choice, yet are held accountable for results.While such work rules were adopted four decades ago as sorely needed protections from arbitrary management practices, changing times now demand a changed approach, the report’s primary author, Jessica Levin, said in an interview.
We are seeking a VP of Education for EdBuild, a start-up, nonprofit organization that NewSchools, along with local education, policy and business leaders, has incubated in the District of Columbia. EdBuild is a new type of model, perhaps like the CMO a few years ago. At a high level, EdBuild will focus on increasing the number of high performing public schools in DC and making sure that such schools are in high quality facilities. In partnership with DCPS and charter school leaders, EdBuild will provide value-added educational support services to public schools – both district and charter. Specifically, EdBuild will help principals and teachers implement learning standards and formative assessments, use data to assess students’ weaknesses and strengths, and implement professional development based on student and staff needs. In addition, EdBuild will manage school facility renovations and may provide other administrative support services requested by school leaders.
The founding VP of Education will be a vital member of the EdBuild senior management team, will lead the development of the education business unit, and will have responsibility for designing, implementing, and evaluating all academic support services provided to participating schools. An ideal candidate will have at least 7 years of experience as an educator or trainer in a public school setting, experience in an entrepreneurial organization, and strong project management skills.

OneRoof, a new, private “social franchise” with headquarters in San Francisco and initial operations in rural India and Mexico, seeks a Chief Operating Officer (COO) to help us demonstrate that markets can significantly alleviate poverty in the developing world.
OneRoof is creating a network of franchised small businesses in rural communities that will provide a range of essential services—communications, information, appropriate technologies, clean water, essential medicines, micro loans, and more—that governments, aid groups, and large multinationals have failed to deliver consistently. OneRoof will roll out its first one hundred stores in 2006 in Tamil Nadu state of southern India and in Mexico’s Yucatan peninsula.
OneRoof is the successor entity to World Corps, a Seattle-based NGO that trained young entrepreneurs to launch Internet telecenters in rural areas of India, Mexico, Kenya, and the Philippines. World Corps staff members have moved from Seattle to San Francisco to collaborate with investors who are supporting this initiative with a multi-million dollar equity investment. World Corps will soon close its doors.
