At-risk students an undeniable, real concern in Mississippi

It is truly stunning that the governor of Mississippi, which has a higher
percentage of at-risk children than any other state, would say this:

Gov. Haley Barbour indicated skepticism about the reality of learning
challenges faced by Mississippi's neediest children when he referred to them
as "so-called at-risk students." He went further to suggest that the
at-risk issue had been manufactured for political purposes.

In an April 17 interview with a reporter, Gov. Haley Barbour indicated
skepticism about the reality of learning challenges faced by Mississippi's
neediest children when he referred to them as "so-called at-risk students."
