A friend recommends The Wire:
If you have not watched the HBO series, The Wire, you might want to take a look.  It is set in Baltimore and this season has focused on a public middle school that exactly fits your concerns.  The show does an amazing job of showing how the schools fail to serve poor Black kids.  At first, I was concerned that it might be exaggerating for drama, but Shavar Jeffries (who is CEO of a charter school in Newark as well as a colleague of mine) and the principal of my daughter's school who used to work at a school in Bed Stuy assured me that it is accurate.   To the extent that many people who you are trying to reach will not have the time to visit schools the way you have, it might serve some educational purposes to have a vehicle people can use to visualize what you are describing.
