Report: School aid not distributed evenly / Impact on New York State

December 21, 2006 -- New York shortchanges its poor and minority students more than any other state, a study has found.

The Education Trust's annual study comes just weeks after the state's highest court awarded New York City billions of dollars less each year than had been sought in a lawsuit.

According to the study, the poorest school districts in the state receive $2,319 less per student annually than districts with the lowest poverty rates. Nationally, states spend an average of $825 less on students in poor districts.

The study also found that the federal formula for dishing out education funding to poor school districts rewards states with the fewest needy kids and those that spend more on them.
