Cuomo goes to school

 A great NY Daily News editorial, heaping well-deserved praise on Gov. Cuomo and laying out an agenda for his next term:

Gov. Cuomo has declared war on New York's big-spending, poor-performing public school system. Go get 'em, gov.

Late in his reelection campaign, Cuomo told the Daily News Editorial Board he wanted to break up the "public education monopoly." Two days after cruising to victory, he expanded on his ambitions in an interview with public radio's Susan Arbetter.

"Teacher evaluation. . . . Pay for performance. Focus on the student, don't focus on the bureaucracy," the governor said. "These things are profound changes that 50 years from now will have made a significant difference in the state."

If Cuomo is serious about leaving a school-reform legacy, here's where to start:

* Create a rigorous teacher evaluation system.
