If I were Czar

The more I think about page 31 of my presentation, the madder I get: (posted at www.arightdenied.org/presentation-slides)

 

How is it that ANY child can get to 4^th grade – much less a MAJORITY of black and Latino children – and not be able to read?  If I were czar, I'd decree that a child can't be promoted from 3^rd to 4^th grade unless they are a Proficient (not Basic, and certainly not Below Basic) on the NAEP test.
