- Computer-administered and graded tests

- Test proctors present in most schools, randomly

- Smart people looking at the data for patterns

 

As far as I can tell, we have none of these things.

 

I'd add: Very harsh penalties like, at a minimum, immediate job loss for cheaters when they are discovered.
