John Kirtley with more details on the Florida program (which I mentioned in my last email) and its impact:

It was two Fs in any four year period. And what is most interesting to me is that schools that actually received two Fs improved even faster than those with one F. Why? Because students at Double F schools were allowed to get scholarships to private schools. Actual competition works even better than the mere threat of it.
